Canada placed final dumping duties today on imports of cold-rolled sheet steel from the United States, Germany, France, Italy and Britain. The final duties range up to 87.3 percent.Preliminary duties were placed on the imports on March 31 after an investigation prompted by complaints from two domestic steel producers.A worldwide surplus of steel has caused several countries, including the United States, to place duties on steel imports. Dumping takes place when goods are sold to importers that are less than their selling prices in the foreign market or at prices that are less than their full cost.
